Anniversary cup/mug for 25 years for ....

Hi -

found this anniversary cup/mug for 25 years of....with the cipher of the Russian Tsar Nikolaus II, German made 800 silver.
Engraved the dates 1883-1908 (25 years) and the facsimile signatures of famous noblemen like: von Metternich, von Fürstenberg, von Ritter, von Reifenberg and several others. H 16,5 cm, Diam. 9 cm, W 268 g.
Maybe someone knows the background.

Hi Trev -

here photo of the marks (made more to show the ball feet) - I know the mark - it is from Gebr. Köberlin. Wellknown for executing presents for the officer corps of the Imperial German army.
