I can't identify the silver hallmark, maker's mark.

I don´t recognize either the City mark of Kaunas (http://www.925-1000.com/Frussia_city_02.html) or maker's mark “NP”, who is this?
Can you name the manufacturer? What timing would that be?
If that's the Kaunas brand, was 11 Loth punched there, or should not have been punched in (72 zolotniki)?
I'm still in the dark, would be great if you could make light.
