Unknown marks German?Scandanavia?French"

Hi came upon an old compote recently. Looks European and feels sterling. Does anyone know the country of origin? Is is Sterling, Alloy, Plate Any info is appreciated. Thanks

it was made by Carl Heinrich Schoppe, 1789-1823, from Berlin.

Hi. Thank you very much. So I am assuming it is around 800 silver, is this correct? Also I am guessing the one hallmark is a bear for Berlin. Does anyone know what the other hallmark is (the one that looks like a running ghost). Possibly an import mark? Just trying to learn more about Continental silver. Thanks for your time
