The lion's head is the hallmark for small objects in use in the state of Savoy from 1824 to 1872.
If turned to the right it is for the purity of 950/1000, if turned to the left for the purity of 800/1000.
While there was a specific hallmark for items coming from abroad, the lion's head was also used as a hallmark for items coming from abroad. In addition to the example that Trev posted, I have a ladle made by Kordes which also bears the lion's head. The reason is not explained in the books that I have, and for now I don't have an explanation for this fact.
