creamer and sugar bowl (plate?)

The marks are: three shields and a bird's feathered head

In the first shield there is a backward E and forware R

The second shield I can't work out

The third shield looks like a 1 and a 0

And the number 3609

Sounds like a mark used by the Forbes Silver Company, Meriden, Connecticut. Formed in 1894 as a divison of the Meriden Britannia Company for holloware silverplating. Became part of the International Silver Company in 1898. International used Forbes marks into the 1920's.
