Could anyone PLEASE tell me who the company 'PS' is on a silver (plated?) tea leaf strainer

It reads PS co. then

EP followed by an unclear symbol which could be a bird with outstretched wings (an eagle?) or a bat ??!!! inside a heart shaped shield.

Sounds like a mark used by the Potosi Silver Company, Birmingham, England.
