Help Identify item with weird marks

This is one of the items I had found in my parents house, I have no idea what this is.


It kinda looks like a serving knife/spoon but it's too short to be one and they're circular/oval, I thought that maybe it could be like a little shovel that you can turn hot coals with, but can you really do that with silver?, I'm not sure if this is a Russian item but It's my best guess.
I'm out of ideas, if you guys could help me identify this, that would be great.

I believe it's a sardine server, and probably Italian.
