Help with Makers mark on 830 Cocktail Spoons

I found these beautiful spoons, I can see an x, upside down v, a symbol, 830 My photos do not do these justice. The filigree is outstanding and the tiny floral detail on the front is repeated on the back. very intricate.
I would love to know what they are and where they were made.
