Help for maker of spoon, please

I recently bought this Moscow tea spoon.
I have looked at the information on this site and I have P-L. I have found the assay master, Anatoly Artsybashev, and I think that the maker, P.A (R.A latin), is Roman Aristarkhov, if P-L- is correct. Any additional information is very welcome.
