RA? To me it looks like KA and that would be court supplier Kirill (Carl Julius) Fyodorovich Albrecht 1874-1908 in St Petersburg. He had a shop on Bolshaya Morskaja Uliza 17 in StP. The assayer АШ is Aleksandr Timofeyevitch Schevjakov 1890-1896 in St P.

Karl Albrecht was in first line known for his outstanding enamel work on cigarette cases - the reason why he became a Court supplier. Several marks of him exist over the years. I have seen objects from him only until the year 1898.
