Help with date of Suckling Ltd. piece

Hello again!

I have a nice small trinket piece with a cobalt blue glass insert (I don't know what type of item this is or would be called) and through your vast database of images I found that it is a Suckling Ltd. piece with Birmingham hallmarks.

I checked the Birmingham date code sheet but could not find a date that coincided with the date mark on this piece. It appears to be a rounded letter "E". See pictures. Any help with the date of the item and type or name of item would be greatly appreciated!

The date is 1964. I would say it's a salt, but it could equally well be used for preserves, etc.
