Joseph Gloster and Company, Limited (LTD) might be the answer.

Check out "J Gloster & Co. LTD" in the "Birmingham Marks" section under the letter "J" and there are post-1900 marks, but this would be a very early mark for this company and the date letter "y" looks like 1898 to my eyes. This might be the earliest mark from J. Gloster & Co LTD.

The "J" might not be Joseph, also, could be another J-name.

Looks like the "y" letter date is more like 1923, my mistake. I am trying here as best I can, but my eyes are not so good anymore.
