What Is this holder?

What is this holder? Is it missing any parts? It measures 12 1/2 cm tall & 7 1/2 cm wide. As its only hallmarked sterling W i presume it’s American.

A little tall for a place card holder, most likely a menu holder for a formerly set table.

I think it may be a calendar stand which would have held some month and date cards.
