Looks genuine to me. Assayed by Vasily Petrov (ВП) 1883-1893 in Moscow 1886 and made by Ivan Zaharov (ИЗ) 1856-1896. You are not mentioning any measures but I assume it to be a small rather ordinary salt cellar.

Yes it is salt pot, quite small diameter 5 cm height 3.5 cm
