The quality of your photo does not make this maker's mark easy to identify.
That said, I believe he is Alexandre Thierry working in Paris at 34 Quai des Orfèvres from 17 May 1823 until 20 January 1853. Symbol: a heart pierced by two arrows with a star above and one below. As you know, according to the marks your object was made before 1838, allowing you to narrow date of manufacture to between 1823 and 1838.
