Ship:Makers mark VS with a star over ea. letter in a square

I have a silver ship that I have learned was made in the Netherlands in 1903 and I can not identify the maker. The initials are VS with a star over each letter in a square box. The initials could also possibly be upside down to make it SA with a star under each letter but the "A" does not appear to have a horizontal bar through it. Any help would truly be appreciated.

Hi welcome to forum,

For good result we need good image. We need an enhanced image of the maker's mark, macro function, daylight, no flash.
Could you please also check for an assay office mark?
