Kokoshnik, candle holder, fake or genuine?

Is it fake or genuine? Only this silver mark is present?

Genuine but not Russian made. The mark is the second Russian Import mark used 1899-1908. The Cyrillic letter 3 is the assayer's mark. He is Kliment Antonovitch Zagayevsky in Riga 1899-1916. Riga as well as St Petersburg were the biggest import towns in those days.
