Help needed to ID 'Sterling' Makers Hallmark

I have a pair of candlesticks. They are in hammered sterling silver and appear to be in an 'Arts & Crafts' style. The bottom markings are extremely worn down. Only one of the bottoms can be partially read. I can make out 'Cement Weighted' and the end of 'Sterling - the ING. With a very high magnitude 60 to 100x microscope I can see more of the sterling letters. The makers mark is some sort of zigzag shape and at first I thought it was wings but now I don't think so. Does anyone recognize this mark? Thanks so much, Rebecca
