Candle Snuffer plated? Please help identify.

I spent a lot of time and finally figured out this is candle snuffer. But not sure on the markings. Is this plated, filled, or full? Any help on maker / year / purity is so much appreciated in advance~! I can provide a closeup of the markings if this picture isn't good enough.

Any tips on photographing silver? Here is my next attempt little better but not a ton.

Hi,

Try taking the photo in natural daylight, no flash, and use the macro feature on your camera.
