The marks are upside down, but looks like Elkington marks to me http://www.925-1000.com/M_Elkington.html

Elkington used a date letter system on their silver plated ware, which looks like an O in a diamond shape and is the date letter for 1853

It looks like the handle is removable, as some of these were, some were not removable, normally twist and lift off.

I have notice that the Gothic "E" and The "shield 'E & Co' crowned" are the trade mark of Elkington.
The Diamond "o" could be represent as a Time period.

So what would the alphabet "R", Horse Mark , and "1301" possible mean?

The R I am afraid I have no idea what that is for, 1301 is probably an internal product / part number.

The horse head is a armorial crest (family crest), if you post the photo of that in the "Family Crests" section of the forum, someone may be able to identify it / the name of the family.
