Conjoint matrimonial arms?

Can someone enlighten me further? I understand that my set of 12 spoons and forks has been made by Victor Meyer, silversmith to the imperial court in Vienna and the Arms might be that of jewish plutocrats of the time: Rothschilds and deWorms families.

Motto: nothing I can decypher but it is v.small and might be in hebrew?

In case anybody interested,still, the solution to the puzzle found in old heraldic archives(see above): The culprit to sell the family's heirloom was Lord Pirbight, bon vivant and a well known character on the London scene some half a century ago. Grandson of Nathaniel Rothschild. The Arms are indeed those of deWorms and Rothschilds families.
