I believe there has been further research into the timelines of the Welch's, but I do not have it to hand. Hopefully Granmaa will see this topic and add more.

Almost certainly William Welch II. I won't say snr because Tim Kent's research has shown no evidence that they were related. Welch I was working in Plymouth and II in Exeter.
