Edelweiss sterling spoon mark identification needed

The edelweiss enamel led be to believe this would be hallmarked with a Swiss or Austrian markr, but going through the on-line information has not shown anything close to these three marks. the center mark looks like a horse head facing left. Hope someone can give me recognition of the source.
