Sorry but it is a fake mark. In addition there is no "IS" assayer in Moscow at that time. The Latin S is a red flag. However, Latin letter were used rarely but that was in the early 18th century.

HI Qrt.S!

Thanks for your reply. Fake is fake! And what do you think about my second post - assayer В.Ч? Fake too?

Best regards. Alex.

Nice try Funkel but, when you deal with Russian marks you should never separate the maker's mark from the town mark. This is what easily happens if you do that. Yes Mihail Pavlov Chirkov marked М.Ч but he was located in Veliky Ustyug. In this town's mark you will find Aquarius. I don't think Aquarius ever rode a horse. In addition there is no information telling that Chirkov ever worked in Moscow.
Moreover, in my opinion Paulson's book does not belong to the more reliable sources.

Buenas tardes Funkel
:-))) Nice try again but the assaying year 1867 does not match. Believe me, the whole set is a fake. There is not a single assayer in Moscow using LATIN letters (IS) Postnikova-Loseva-Uljanova is a good book. The best you can get for now.

Google translation:
