Can anyone help ID the maker/year mark on this silver comb please?

I can make nothing of the sponsor's mark. The hallmark is Chester with a date letter from the 1901-1925 cycle and could be "I" for 1909, "S" for 1918, or maybe some other letter with a similar lower half.
