Identifying maker’s marks from the French provinces is an on-going project. I believe there are thousands of makers who remain unknown, especially those who worked in the fairly chaotic period at the end of the Revolution after the guilds had been abolished. This makes studying French silver both interesting and frustrating at times.
As Zilverik points out, the marks on this cruet look correct, and I would add the style is right for the period.
