the flowers are identical those seen on symmetallic brand jewelry, which was a trademark of the prolific w.e. richards co. of attleboro ma. although i don't recall seeing your specific mark, many of the company's trademarks did involve an enlarged "R" so it seems reasonable to conclude that w.e. richards made your pin.

it seems to be from the 1940s.
