Your marks are left to right top to bottom: Paris guarantee mark 1809-19 for medium sized objects, an association of goldsmiths mark that doesn't mean much but after 1793 paris, second coq mark again just for 950 silver, Paris 1809-19, the last mark is the maker's mark of Antoine THÉRY, who specialized in buckles and worked later than 1819.
You didn't give dimensions, so I can't say if it was a shoe or sash buckle. Not particularly rare, but that is a subjective opinion, everyone with money had a silver buckle, most were destroyed when they were no longer of use. We don't discuss value here.
