Please help research incense vase and its mark

I have an interesting incense vase that I'm trying to research.
It has intricate etchings, and a strange mark on the base.

Judging by the rather small picture, the decoration might look like Persian or neighbors.
I wouldn't be surprised if it was solid silver, but now, who knows where ended up chkptcharlie to provide additional information?
