Help with a makers mark please

Hi
I hope someone can help me solve this little mistery. This is an interesting button hook and shoe horn set. The marks are very worn. I have narrowed the search down to Birmingham 1912. Is this correct?

I am interested to know who the makers are. One hallmark is clearer than the other. I think the letters may be M then F or E or maybe even P! Underneath the letters I can just about make out what used to be '& Co'.

I believe you are correct about the date letter being 1912-13.
There was a firm called M. Fenton & Company that used a MF over &Co. mark. Problem is, I've only seen their pieces marked Sheffield.

Thanks for that. I had a browse around for info on M. Fenton & Co but can only find stuff that is Sheffield plate. I may be looking in the wrong places though!
Give's me something to go on anyway.
