Possible Japanese Mark

I got this from my son a while back as a gift , he does give me things now and again and I love to find out more about them and where they are made,. The history always makes the piece more interesting. I gather this is Silver , not magnetic anyhow , I know thats not always a cert , but can be an indication. I've googled the mark till I'm blue. The closest I come is amonst Japanes marks, again not sure 100%

so any hints would be welcome, it also has the wording foreign slightly away from the mark. and has a lovely engraved patern on the viewable sides. Anyone time would be highly apprciated.

I think the mark shown is a Chinese maker's mark, 俵 (biao).

If the piece also bears a mark that reads "FOREIGN," please post a photo of it as well as any other marks.
