Salt & Pepper Shakers with VBS intials & Lion hallmarks

Hello there. I have a salt and pepper shaker pair that I have recently ended up with and I can not track down any information on the maker. The marks on it on fairly clean, but they do not appear to match anything that I have looked into. I'm fairly certain its a set of British markings, just not on who actually made the items.

The town mark is Chester, date 1902 and I believe the Sponsor to be Vale Bros. and Sermon.
