Identify maker and origin of this table spoon pls

Dear all

This is a variant fiddle pattern table spoon, 7" in length and 48g in weight. I have been unable to date this spoon or to identify the maker. It appears to be made of solid silver - I suppose '13' stands for '13 loth' and therefore probably German or Austro-Hungarian in origin. However, there are no other marks except for 'L Nagel' who I am not able to find.

Apologies if this is in the wrong category. Any help will be most appreciated.

there was a Ludwig Nagel in Mannheim
Master 1852 ..

Did Mannheim not use a city mark? I recall an older post of a soup ladle where someone had mentioned that some Middle and Southwest Germany makers did not use city marks - perhaps Ludiwg Nagel was such a maker?

in this time (about ..1870..) there was not used a city mark
