Need Help IDing Russian / Eastern European Solid Silver Tray

I am hoping someone can help me out with the Marks on this Tray. I was told it is Russian or Eastern European Solid Silver. Any help as to Country or Maker would be most appreciated. Thanks. Joanie :o)

The first letter looks like Greek DELTA.
