Looks like crescent moon and crown. That would be Germany. However, .950 is an unusual fineness for Germany.

I agree. I just got a 20x jewelers loupe and finally could see the crescent and crown. (The crown looks like a pumpkin! I have pie on my mind). But the 950 is the oddity. and the maker is a mystery.
