Mantle Figurines or Jewellery Holders?

Opinions on these pieces please. They are silver plate, Victorian dating to around 1870. Initial thoughts were jewellery holders but as they came as a pair I'm leaning towards mantle decorations.

Yeah was just being funny Trev.

Should have added in the original post that they were made by William Wheatcroft Harrison and Co.
