Is this a German spoon?

Hello,
I'm about 90% sure this fiddle spoon is German, but wanted to get your expert opinions and possibly identify the maker. The strike is horrible, possibly a double? I don't have much hope for finding out the maker, but some help on the other marks would be appreciated! Is it in fact German? Also, any insight on the monogram? Does B.E. stand for something, or is it just initials? Thank you in advance!

Yes, it is a German Spoon. Maker is Wilkens, Bremen. Halfmoon - standing for silver - is the old mark of Wilkens before the screw press.

B.E. are just initials and the not readable inscription might be the seller.
