Wine Tasters? & who are the images of?

Hello everyone,
I wonder is anyone can assist here with these 2 interesting items.

Are they wine tasters? and who are the people depicted within there centres? and what is significance of emblems at top and bottom of each?

They carry Hanau marks and also London 1901 import marks.Diameter is 116mm and measure 154mm across the handles, only 19mm to top rim so quite shallow.

The look a little like Queenls Elizabeth I and Mary, but maybe that writing which I can't make out in the photo would tell the tale.
Any small shallow bowl can me called a wine taster, but they are not the usual form, and since we know they are fantasy pieces it doesn't seem to be worth worrying over. if you want them to be wine tasters, wine tasters they are.
