What was this Elkington & Co Birminham 1912 silver & brass box used for?

it measures 2 1/2 x 1 1/2 inches.The brass piece can be pushed down halfway to reveal the window.

Inside has the numbers Pro. Pat. 18646 & Ro. No. 608040
