Help with german soup ladle

Hi All - any help identifying the maker of this 12 loth soup ladle would be appreciated - also any info on the maker.
It looks like H Kloeppej or H Kloeppri or possibly H Kloeppei. I have listed it in the German section because of the 12 loth mark but it may be Eastern European.
