Can you help ID this item and maker?

I thought this might be a candle holder, but there does not appear to be any wax on it. Some, maybe it's just decorative? Any ideas? Can anyone help interpret the marks? Thank you.

Hi Cap,

It looks like a piece of Judaica. A spice box or Bessamim spice tower: Used at Havdalah (End of the sabbath ceremony), they contained sweet smelling spices.

Thanks you! Just googled Besamim Spice Box and see many similar. Does anyone know the town or maker?

Hi Cap!
This is old Polish item, when Poland was a part of Russian Empire. It's from Warsaw (double-headed eagle), 1880, assay maker Josef Sosnkowski (1869-1896) (cyrillic OC), the swan is trade mark of the maker, JD (?) are the initials of the maker, but who is maker - I don't know... But of course - one of many eminent jewish
silversmiths.
