Help identifying items

Hi, I have a set here that was made by Howard & Co New York the dates on the items range from 1899-1901.
I suspect it might be some kind of shoe shine kit ?????
any and all help would be appreciated as to what it might be.

It is a toilet set, button hook, nail file, nail buff, cleaning knife, small mirror (?), scissors, cosmetic jars.
