Help Identifying 3-Symbol Mark on Butter Knife

First time poster. I have looked through the marks database but cannot find this one. I am not sure it is American, but decided to start here. Your input is greatly appreciated.

It is an American mark and possibly by someone that either shared or obtained Albert Cole's punches, but I don't know who the "W" siginifies.
