Arabic translation - Ottoman amulet?

Arabic translation - Ottoman amulet?

I was told this amulet is from the Ottoman Empire and is made from jade and silver.
However there are no hallmarks that I could find on the silver?
If anyone could help translate the Arabic or give any other info I would be ecstatic!

Appear to be Persian numerals but what makes this more confusing is that I have been told by Turkish friends that the Ottoman's used three different scripts in the administration of their empire.
