I found a tea spoon formerly, and i'm pretty sure that's not from eastern Europe. That's all I know about it.

Bilbao, Spain, and the maker is Luis Alvarez. The lowermost mark is a stylized "LA" monogram in a circle, and the second is a leaping dophin over "A", all in a heart; the image needs to rotated 90°to make these out. The third mark is the Bilbao arms, and the "916" the fineness (silver, not gold). My reference states only that Alvarez was working in the 20th century, but (as noted) your spoons appear to have been made before the introduction of national marking was introduced in Spain in 1934.

Hay un pequeño error en la identificación de la marca, se trata de Joyería Platería Relojería Anduiza y no de Luis Alvarez.

Importante platería vasca, creada por Luis Anduiza Goicochea, afincada en Bilbao desde al menos 1896 en el que registra su primera marca. Hacia 1935 forma parte de la empresa "Cubiertos y Orfebrería Amurrio", afincados en Guernica. Hoy en día siguen con la fabricación de cubiertos bajo el nombre de "Servicios de Mesa de Guernica".
Le adjunto una antigua factura con la marca impresa.
