I don't know what it is meant for, but what I can tell you is that it is one of the numerous spurious "Russian objects" flooding on the market. Please do not ask why, I will not fall into details more than telling you that hardly anything is in place with this "Russian object".
Hi! It's silver item. "88" is the silver fineness in zolotniki (=916/1000). "AN" is the mark of St.Peterburg's maker Anders Johan Nevalainen. He was born in Finland in 1858, learned in St.Peterburg and became the maker in 1885. He worked for Faberge and his works are in Moscow State historical museum. But what is it - I don't know... What are the dimensions of this item?
This lousy fake has nothing to do with Anders Nevalainen even if it is marked AN, it is not his style, not his mark, the hallmarks are wrong ....you name it...

This item has been in our family from year 1918....I don´t think that is a lousy fake....
Of course it has...I will not discuss it further but you can compare your town mark that looks like an asterisk with an authentic town mark here: http://www.925-1000.com/Frussia_city_01.html Do you see any anchors etc in your mark? Not to talk about the maker's mark AN... Fakes are not a modern invention...
