Can't Make This Out

This is said to be a Birmingham 1894. I am new to worn marks such as these so any help ......

Have a look at the Forum’s British Hallmarks Section by clicking the onsite menu bar. An item assayed in Birmingham in 1894 should be stamped with an anchor, a lion passant and the date letter “u” in the particular styles shown there. The marks which can be seen on the image do not seem to be these.
If you're finding difficulty producing a clearer image it might help to draw all of the marks you can see and post an image that way.

I concur Mike, thanks for your input. I have researched the marks and can not draw any conclusions by them. I am new to this and
believe in a more experienced eye.
