Dutch or German Spoon

Hi all.
Have another question,
I have a spoon with 800 PK stamped on the handle.
is it possible to tell if it is Dutch or German, is it Silver or plated,
I think its Dutch as it came with previous Dutch items, any assistance would be gratefully received.
