Try to take a better close up of the marks. Use the camera's macro function or keep a magnifying glass in front of the lens. It needs some practice but try anyway. Crop the picture to the marks only and enlarge it if necessary. The only thing I can say for the moment is that it is made 1882-1899 in Russia. The maker's mark is also difficult to say from this picture.
