What is this piece meant to be?

I have just been given this object. I know for certain it is pre 1964. It is a Harrods brand and has a "Harrods London" stamp on the base.
On the side there are 4 hall marks: one is a 3 leaf clover, there is something inscribed in each leaf but I don't have a magnifying glass. The next is the London lion passant, the next is the crowned leopard face and the last is a date letter, intriguingly a lower case serifed 'j'.

Can anyone tell me what they think it is - my mother thinks it is a barman's item, possibly a measure cup - and which year this 'j' is. Also what is the clover?

The photo of the marks is not too sharp, but if the lettering in the clover shape reads W&W it will be the mark of the silversmith firm Wakeley and Wheeler who are still in business. I think the date letter is probably actually the i for 1964.

I assume it is a pretty small item which I would think of as a miniature tumbler cup, either purely decorative or, as suggested, for use as a measure.

Sorry Mods, they are far too large. How many pixels horizontally and vertically should they be? My programme doesn't use inches or cm.

The mark RWB in the clover leaf shape is the Harrods sponsor mark and is Richard Woodman Burbridge who was a past Chairman of Harrods. the date letter i is for 1964.
